As artificial intelligence systems grow more powerful and autonomous, a simple question has taken on new urgency: if one of them starts behaving dangerously, could anyone just turn it off? Gavin Newsom, has begun pushing for exactly that—a kind of emergency “kill switch” that would allow authorities to instantly shut down a rogue AI system before it causes harm.

The idea sounds straightforward, almost like unplugging a malfunctioning appliance. In practice, though, computer scientists and policy experts say it’s anything but simple. Modern AI models don’t run on a single machine that can be switched off with the flip of a lever. Instead, they often operate across sprawling networks of servers, cloud platforms, and data centers spread across multiple companies and even countries. Some systems are designed to be resilient, automatically rerouting tasks if part of the network goes down—a feature that could work against efforts to disable them in an emergency.
